The South Carolina Judges and Solicitors Retirement System (JSRS) is a South Carolina state pension fund that provides retirement, disability, and survivor benefits to the state's judges, solicitors, and circuit public defenders. JSRS had $221,630,000 ($221.6 million) in total assets under management as of July 1, 2023.[1]
The management of public pension funds can indicate support or opposition to environmental, social, and corporate governance (ESG) investment practices. ESG investing considers the extent to which corporations align with and promote certain non-financial standards, such as net carbon emission or corporate board diversity goals. Background

The South Carolina Judges and Solicitors Retirement System (JSRS), founded in 1979, is a sub-fund with the South Carolina Public Benefit Authority (PEBA). PEBA invests the assets of and provides funding for JSRS, which provides retirement benefits to the state's judges, solicitors, and circuit public defenders, among other retirement funds for public employees.[2][3]
JSRS served over 160 active members and approximately 221 retirees and beneficiaries as of March 2024.[2][1]

Asset management companies (AMCs) are hired to manage asset investment for state pension funds across all 50 states.
As of October 2024, 330 AMCs were members of the Net Zero Asset Managers Initiative (NZAM), and 391 AMCs were investor participants in the Climate Action 100+ initiative. Both international asset manager initiatives aimed to align the investment decisions of signatories with the goal of achieving net zero greenhouse gas emissions by 2050.[5][6]
NZAM announced on January 13, 2025, that it was suspending operations and removing the commitment statement and list of signatories from its website. The group said in a statement it would reevaluate its plans and operations in light of “[r]ecent developments in the U.S. and different regulatory and client expectations in investors’ respective jurisdictions.”[7]
List of AMCs contracting with the Public Employee Benefit Authority
The South Carolina Judges and Solicitors Retirement System (JSRS) is a sub-fund under the management of the South Carolina Public Employee Benefit Authority (PEBA). PEBA administers JSRS, among other retirement and benefit plans for the public employees of South Carolina. JSRS does not contract with its own AMCs; the AMCs for PEBA account for all the pension plans it administers.[8]
PEBA contracted with 227 asset management companies (AMCs) or specific funds as of June 30, 2024. Of those companies, eighteen were investor participants in Climate Action 100+, and forty-five were members of NZAM, as of October 2024. Governance and accountability
This section features information about the 11-member board of trustees that oversees the South Carolina Judges and Solicitors Retirement System, called the Public Employee Benefit Authority Board of Directors. The board is not specific to oversight of the South Carolina Judges and Solicitors Retirement System and exercises oversight duties for other state funds.[11]
Board selection method
The board of trustees that oversees the South Carolina Judges and Solicitors Retirement System, called the Public Employee Benefit Authority Board of Directors, is made up of 11 members. Three are appointed by the governor; two are appointed by the president of the senate, one of whom must be an active or retired member of the Police Officer Retirement System; two are appointed by the chairman of the Senate Finance Committee, one of whom must be a retiree of SCRS; two are appointed by the speaker of the house of representatives, one of whom must be an active member of SCRS; and two members are appointed by the chairman of the House Ways and Means Committee, one of whom must be an active member of SCRS employed in a public school district.[11]
