Ethics violations allegations
Heffner may have violated ethics laws, according to an investigation report released by the state inspector general. The report alleges that subverted the process of government in testifying for legislation that "could and ultimately did benefit a corporation with which he had entered into an agreement of employment."[2]
While serving as interim superintendent, Heffner testified before state lawmakers in favor of House Bill 153, which the Springfield News Sun described as requiring "teachers at low-achieving schools retake licensure tests administered by the New Jersey-based company Education Testing Services."[3]
Two weeks earlier, he had signed an acceptance letter for a job at Education Testing Service that paid $180,000 per year. Heffner did not ultimately accept the job.[4]
In his statement of resignation, Heffner said, "Because I don’t want opponents of reform to be able to twist mistakes I’ve made into roadblocks to Ohio’s reform efforts, I’m stepping aside to deny them even the chance of doing that."[5]
