This measure sought to add to the current library levy by a rate of $.10 per $100 of assessed property value for a further five years in order to continue to pay for current expenses in the library district area.[2]

The question on the ballot:
| An additional tax for the benefit of Swanton Public Library for the purpose of current expenses at a rate not exceeding 1 mill for each one dollar of valuation, which amounts to $0.10 for each one hundred dollars of valuation, for 5 years, commencing in 2011, first due in calendar year 2012.[3] |
