In Utah, both chambers of the state legislature need to pass a constitutional amendment by a two-thirds vote during one legislative session to refer an amendment to the ballot.
On February 27, 2023, the state House approved the amendment in a vote of 56-16 with three members absent or not voting. It did not pass the state Senate before the state legislature adjourned on March 3, 2023.[1]
