The Utah Congressional District Boundaries Referendum is not on the ballot in Utah as a veto referendum on November 3, 2026.

The veto referendum would have repealed Senate Bill 1012 (SB 1012).[1] SB 1012 was passed by the state legislature and signed by the governor on October 6, 2025. The law established new U.S. Congressional district boundaries for Utah.[2]

A veto referendum is a citizen-initiated ballot measure that asks voters whether to uphold or repeal an enacted law. This type of ballot measure is also called statute referendum, popular referendum, people's veto, or citizen's veto. There are 23 states that allow citizens to initiate veto referendums.

For veto referendums in Utah, proponents must gather signatures equal to 8 percent of the total number of active voters. For referendum petitions, signatures must be collected from each of at least 15 of the 29 counties in Utah equal to 8 percent of active voters.

Signatures for veto referendums must be submitted on a 14-day rolling basis and must all be submitted within 40 days of the adjournment of the legislative session at which the targeted bill was passed.

Stages of the veto referendum

The following is the timeline of the veto referendum:[3]

  • September 14, 2025: Sponsors of the initiative, including Chairman of the Utah Republican Party Robert Axson, filed the referendum with the lieutenant governor.[4]
  • November 6, 2025: Axson told news outlets that there was no intention to gather or submit signatures in support of the referendum.[5]
  • November 17, 2025: Sponsors of the initiative did not submit signatures by this date, the deadline for submission. As such, the referendum will not be placed on the November 3, 2026 ballot.
  • December 2, 2025: Lt. Gov. Deidre Henderson (R) released an official declaration stating that the referendum did not meet the requirements to be placed on the ballot.[6]
