Three of five seats on the Westerville City School District Board of Education in Ohio were up for at-large general election on November 7, 2017. All three incumbents filed for re-election. Incumbents Tracy A. Davidson, Nancy Nestor‐Baker, and Rick A. Vilardo won re-election unopposed.[1][2][3]
The candidate pool in this election was smaller than it had been in the past three elections and also had the largest number of incumbents who filed for re-election.
Voter and candidate information
The Westerville City School District Board of Education consists of five members elected to four-year terms. Board member terms began on the first day of January following the election.[4] All members represent the district at-large. Three four-year terms were up for election on November 7, 2017.
Candidates had to be 18 years or older as of November 7, 2017, residents of the district for which they ran, and registered voters in that district.[4] Candidates had to file for this election with the Franklin County Board of Elections by August 9, 2017.

Campaign finance
There were two campaign finance deadlines for Ohio school board candidates in 2017:[7]
- The Pre-General was due on October 26, 2017.
- The Post-General was due on December 15, 2017.
All school board candidates whose names appear on the ballot are required to file pre- and post-election reports. A pre-election report is due 12 days before the election if candidates spend or receive $1,000 or more in monetary or in-kind contributions between the time they last filed a report and 20 days before the election. Post-election reports must be filed within 38 days after the election. School board candidates are required to file a semiannual report by the last business day in July if they do not file a post-primary report and they receive $10,000 or more during the semiannual reporting period.[8]

Westerville City School District is located in central Ohio in Franklin and Delaware counties. The Franklin County seat is Columbus and the Delaware County seat is Delaware. The counties were home to an estimated 1,264,518 and 196,463 residents from 2010 to 2016, respectively, according to the United States Census Bureau.[9] The district was the 11th-largest school district in the state in the 2014-2015 school year and served 14,623 students.[10]
Demographics
Franklin and Delaware counties overperformed in comparison to the rest of Ohio in terms of higher education achievement from 2011 to 2015. The United States Census Bureau found that 37.6 percent of Franklin County residents and 51.8 percent of Delaware County residents aged 25 years and older had attained a bachelor's degree, compared to 26.1 percent of state residents. The median household income in Franklin County was $52,341 and the median household income in Delaware County was $91,955, while it was $49,429 for Ohio. The county poverty rate was 17.1 percent in Franklin County and 4.4 percent in Delaware County, compared to the state's 14.6 percent.[9]
