This measure sought to renew the current income tax which is set at a rate of 1 percent for a further five years in order to continue to pay for current expenses as well as permanent improvement costs in the school district area.[2]

The question on the ballot:
| Shall an annual income tax of one (1) percent on the school district income of individuals and of estates be imposed by the Wilmington City School District to renew an income tax expiring at the end of 2012, for five (5) years, beginning January 1, 2013, for the purpose of providing for current expenses and general on-going permanent improvements?[3] |
