Three seats were up for election on the Poudre Board of Education. Seats in District C, D and E were on the ballot on November 5, 2013. David Trask defeated Mel Hilgenberg for the District C seat, while incumbent Christophe Febvre and newcomer Nicholas Holian ran unopposed and won the District D and E seats, respectively.

Poudre School District is based in Fort Collins and serves students in nearby communities including LaPorte, Red Feather, Stove Prairie and Wellington. Fort Collins is the county seat of Larimer County in northern Colorado. As of the 2010 Census, Fort Collins was home to 143,986 residents.[1]
Demographics
Fort Collins outperformed the rest of Colorado in higher education achievement while lagging behind state rates for median income and poverty in 2010. The average household income in Fort Collins was $51,446 compared to $57,685 for the state of Colorado. The poverty rate in Fort Collins was 17.2% compared to 12.5% for the entire state. The U.S. Census also found that 51.5% of Fort Collins residents aged 25 years and older earned a bachelor's degree, compared to 36.3% in Colorado.[1]

Method of board member selection
The Poudre Board of Education consists of seven members who are elected by district to four-year terms. There was no primary election and the general election was held on November 5, 2013. Seats in Districts A, B, F and G will be up for election on November 3, 2015.
Candidates in Poudre School District had to file nominating petitions containing at least 50 valid signatures with the Larimer County Clerk by August 30, 2013 in order to qualify for the ballot. State law requires candidates to submit disclosures of contributions and expenditures to comply with the Fair Campaign Practices Act on October 15, November 1 and December 5.[3]
Voters in Larimer County were able to request mail ballots from the Elections Department by October 15. These ballots were sent out to registered voters who submitted requests by the deadline starting on October 15. Mailed ballots could be dropped off at ten approved locations throughout Larimer County by 7:00pm local time on November 5. Voters could also mail their ballots back to the County Clerk though ballots must arrive by November 5.[4]

What was at stake?
Incumbent Jim Hayes did not file for re-election in District C, leaving challengers Mel Hilgenberg and David Trask to compete with one another for the seat. Christophe Febvre ran for re-election in District D without opposition. Nicholas Holian ran unopposed for the District E seat formerly held by Patrick Albright, who did not file for the 2013 election.

Additional elections on the ballot
This election shared the ballot with two statewide measures. Voters decided on a ballot measure dealing with excise taxes and sales taxes on marijuana sales in Colorado, which passed. They also voted to reject Amendment 66, which was an initiated constitutional amendment to raise the state's income tax in order to increase state funding for public school districts. Residents of Fort Collins also voted on a local initiative that proposed a five-year ban on hydraulic fracturing, which was approved. The ballot included seven countywide ballot issues including Issue 1A, which authorized the use of existing revenue from an expired tax to renovate administrative buildings.[7]
