Richard Titus

Richard Titus is a judge on the Fifth Circuit Court for Carroll County in Maryland. He was appointed by Gov. Larry Hogan (R) on January 27, 2016, to fill the vacancy left by Michael Galloway's retirement.[1]

Titus earned his J.D. from the University of Baltimore School of Law.[1]
