Two of the seven seats on the Muskego-Norway School District school board were up for general election on April 5, 2016. Incumbents Rick Petfalski and Brett Hyde won re-election without opposition.[1]
Elections
Voter and candidate information
The Muskego-Norway School Board consists of seven at-large members elected to three-year terms. The board members elect a president, vice president, clerk and treasurer during an organizational meeting within 30 days of the fourth Monday in April.[2]
To be elected to the board, candidates must reside in the boundaries of the school district for 28 days prior to the filing of a "Declaration of Candidacy" form. Furthermore, at the time of taking office, each candidate must be a resident of the apportioned area he or she is elected to represent.[3] Candidates must also be 18 years old and citizens of the United States. Unless pardoned, those who have been convicted of a felony are not eligible for election to office in Wisconsin.[4]
Candidates had until January 5, 2016, to collect between 100 and 200 signatures for their nomination papers. The signatures had to come from residents of the district where the candidate sought election, but the petition circulators were not required to reside in the district or municipality. Circulators were required to be U.S. citizens and 18 years or older.[5]

The general election for Muskego-Norway's school board shared the ballot with city and county board races. District residents approved a $42 million referendum to fund facilities updates.[6] The April 2016 ballot also included the state's presidential primary, and races for state and county courts.[1][7]

Campaign finance
Candidates were only required to file campaign finance reports if they accepted contributions, made disbursements or incurred obligations in an aggregate amount of more than $2,000 in a calendar year. [9] The pre-general election campaign finance deadline was March 28, 2016.

Muskego-Norway School District is located in Waukesha County in southeastern Wisconsin. The county seat is Waukesha. Waukesha County was home to 395,118 residents in 2014, according to the United States Census Bureau.[13] The district was the 34th-largest school district in the state in the 2013–2014 school year and served 4,886 students.[14]
Higher education achievement
Waukesha County outperformed the rest of Wisconsin in terms of higher education achievement in 2013. The United States Census Bureau found that 40.2 percent of Waukesha County residents aged 25 years and older had attained a bachelor's degree, compared to 26.8 percent for the state as a whole.[13]
Median household income
Between 2009 and 2013, the median household income in Waukesha County was $75,850, compared to $52,413 for Wisconsin.[13] During that same time period, the median household income for the entire United States was $53,046.[15]
Poverty rate
The poverty rate in Waukesha County was 5.4 percent from 2009 and 2013. During that same time period, the poverty rate statewide was 13.0 percent, and it was 15.4 percent for the country as a whole.[13][15]
