Guerra ran for election to the 275th District Court.
Primary: He was successful in the Democratic primary on March 4, 2014, receiving 28.6 percent of the vote. He competed against Juan Partida and Mauro Barreiro.
Runoff: Because no candidate received more than 50 percent of the vote, Guerra faced Partida in a runoff election on May 27, 2014. Guerra was defeated, earning 26.4 percent of the vote.
