School board candidates in Michigan were required to file pre-election campaign finance reports with their county election offices by October 28, 2016. Post-election reports were due by December 8, 2016.[3]

In Michigan, candidates are prohibited from receiving contributions from corporations or labor organizations. Within 10 days of becoming a candidate, candidates must form a candidate committee. Following the creation of the committee, candidates have an additional 10 days to register the committee with the school district filing official by filing a statement of organization. A candidate committee that does not expect to receive or spend more than $1,000 during the election cycle is eligible to receive a reporting waiver, which allows that committee not to file pre-election, post-election, and annual campaign statements.[4]

October 28 filing

Candidates received a total of $16,512.90 and spent a total of $12,219.22 as of October 30, 2016, according to the Wayne County Clerk.[5]

Frank provided the following responses for the voter guide compiled by MLive.com:

Why are you running for office?
I have been actively involved in the Livonia Public Schools for over eight years. I am currently President of the Webster PTA and was the Vice President of Cass PTA. As a parent of four children in Livonia Public Schools, I have a passion to see students thrive in our district. Not only am I committed to the success of my children, I want to be a powerful voice for those students who do not have an ambassador. I will ensure all students have the best educational experience at LPS by ensuring a course of fiscal responsibility. This is a tough educational environment and it will take dedication and strong leadership to successfully steer LPS into the future. I have the leadership experience in our school district and am committed to working on behalf of ALL students, teachers, administrators and community to ensure Livonia Public Schools continues to be a district of excellence.

What are your top three priorities?
I will focus my efforts in more effectively engaging families and our community. We need to work with parents to involve them in the educational process of students. It is imperative that the Board partners with parents and the community to ensure we are working toward the same goal of preparing our students to excel at life. There will be vital issues, such as adequate school funding, best use of bond dollars, and the new teacher/staff evaluations coming before this new Board of Education. It will take someone who is familiar with the district as well as someone who can be innovative to find new solutions. We need to work together as a community to develop creative ways to be the BEST choice for students. I am confident my leadership experience within the district and education will allow me to make the hard decisions that will be required in this complex educational environment.

What is the most pressing issue for this office?
Although there are many issues facing public schools during this tough educational climate, one of my biggest priorities will be to build a stronger relationship with the parents and community in general. Parents have many more choices today than ever before and no longer simply send their children to the local public school once they turn five. Parents are much more engaged in their children’s education and research the best option for each child. Livonia Public Schools must ensure we are meeting the needs of all parents and effectively communicating all that we offer to students. LPS must reach out to engage these parents in a partnership in their student’s education. Open Houses, Parent Teacher Conferences, and targeted communications are areas that can be improved to build a relationship between the student’s family and our school. We represent and serve our community in order to most-effectively educate and prepare all of our students for their future.[1][6]
