A special tax was on the ballot for New Orleans voters in Orleans Parish, Louisiana, on November 16, 2019. It was defeated.

A yes vote was a vote in favor of authorizing a special tax of $3.00 per $1,000.00 of assessed value of all taxable property for twenty years, beginning January 1, 2020, to help fund infrastructure repairs and purchase equipment, software, and technology for the city.
A no vote was a vote against authorizing a special tax of $3.00 per $1,000.00 of assessed value of all taxable property for twenty years, beginning January 1, 2020, to help fund infrastructure repairs and purchase equipment, software, and technology for the city.

City officials estimated the following costs for a range of home values and exemption qualification statuses:[1]

City officials estimated the tax would generate about $10.5 million in revenue each year. It would be allocated as follows:[1]

  • $5.125 million (50%) to roads, streets, and bridges; drainage systems; and stormwater management
  • $3.625 million (35%) to public buildings and public safety facilities
  • $1.5 million ( 15%) to vehicles and equipment

Text of measure

Ballot question

The ballot question was as follows:[2]

Shall the City of New Orleans, Louisiana (the "City") be authorized to levy a special tax of 3.00 mills on all property subject to taxation in the City ("Tax") for a period of twenty years, beginning January 1, 2020 and ending December 31, 2039 ($10,250,000 currently estimated to be collected from the Tax for an entire year), with the proceeds of the Tax to be dedicated solely for the purposes of (i) repairing and rehabilitating roads, streets, bridges and surface and subsurface drainage systems and stormwater management facilities in the City and (ii) purchasing and acquiring equipment, software and other technology, vehicles, furnishings and other public improvements for the City, title to which shall remain in the public, provided that a portion of the monies collected shall be remitted to certain state and statewide retirement systems in the manner required by law?[3]
