The Louisiana State Sovereignty, Amendment 11 was on the ballot in Louisiana on October 3, 1998, as a legislatively referred constitutional amendment. It was approved. The amendment declared Louisiana a sovereign state with all powers not expressly claimed by the federal government at the point of enactment.[1]
