Anthes earned a bachelor of science in anthropology from the University of Oregon in 1996, then went on to complete both a master's and doctorate degree in public affairs from the University of Colorado Denver. She is a founder and partner in the Third Mile Group, an independent education and social policy group in Denver. Before joining the Department of Education, Anthes worked as a program director for the Education Commission of the States and as a part-time faculty member at the University of Colorado Denver.

Anthes joined the Department of Education in 2011 as executive director of educator effectiveness, eventually becoming chief of staff for the department. She submitted her resignation on May 16, 2016, citing personal reasons, but withdrew the resignation upon her appointment as interim commissioner on May 20, 2016.[5]

Anthes was appointed as the interim commissioner of education on May 20, 2016, following the abrupt resignation of Rich Crandall. Crandall had assumed the position on January 19, 2016, to replace the interim commissioner, Elliott Asp, who had been appointed upon the retirement of former Commissioner Robert Hammond. Crandall resigned after only four months in office, citing an incompatibility between the workload and family obligations; at the time, his family resided outside of Colorado.[1]

Anthes had previously worked as the department's chief of staff but had submitted her resignation only five days prior to her appointment; she had been with the department for five years.
