Responsible Budgeting
- We face tough economic times here in Wyoming. Budget adjustments have already begun in Cheyenne, but we need to continue to trim fat and spend within our means while revenues are down. I have more than 40 years of experience navigating the ups and downs of the Wyoming economy as a business owner. I understand budgeting, pro-formas, and managing cash flow.
- As a member of the State Legislature, I will look to cut spending where possible. Over the past 12 years, we’ve doubled the state budget. We’ve made important investments in school facilities and state infrastructure – investments that make sense when the economy is booming and revenues are flowing. However, we are not living in times of plentiful state revenue anymore, and we have to adjust spending accordingly. I will research and listen to counsel to understand where we can afford to cut back and where we need to prioritize spending.
- To cover budget shortfalls, I advocate careful consideration and judicious use of “rainy day” funds before contemplating any tax changes or increases.
Wyoming Industry and Jobs
- In Wyoming, we are fortunate to have abundant natural resources in addition to our stunning landscapes. I believe in strongly supporting our foundational energy and tourism industries and protecting and creating jobs for the hardworking people in our state. With coal and oil under attack, we face an uphill battle in strengthening and diversifying our Wyoming economy.
- However, with proper focus on education and economic development, I believe it is a battle we can win. We should foster a strong business-education alliance that will encourage local businesses to communicate the skillsets and training they are looking for in employees. With an open dialogue, educators and administrators can respond appropriately by providing necessary training and foundational knowledge.
- Diversifying the Wyoming economy and job development are key to Wyoming’s thriving future, and I will do everything in my power to support that goal.
Education
- I will advocate continuing to fund schools adequately to cover teacher and administrative salaries as well as maintain facilities.
- I also firmly believe in fostering a stronger alliance between businesses and education to broaden Wyoming’s job base. That alliance should be tasked with identifying employment opportunities beyond those on which we’ve historically relied, and we need specific training directed toward those opportunities. I see this partnership as central in developing a vibrant education system that encourages life-long learning and skills development to create an educated workforce. We need to be sure that government supports rather than unduly restricts the economic engine of the business-education partnership. The opportunity in a down market is that we have time to focus more attention on job development and resetting our economy. Good jobs are the best grease for economic gears, and good jobs and appropriate training are the best way to encourage young, bright people to stay in Wyoming.[1]
