Pennsylvania Commonwealth Court
James R. Kelley was a senior judge on the Pennsylvania Commonwealth Court. He joined the court as an appointee on June 21, 1990, to fill the unexpired term of Francis A. Berry. He was then elected in 1991 to a full 10-year term. He was retained in 2001 for a second 10-year term. When he reached the mandatory retirement age of 70, he retired to senior status.[1]
Education
Kelley received his B.A. degree from St. Vincent College, Latrobe, Pennsylvania, and his Doctor of Law degree from Columbus School of Law, Catholic University of America, Washington, D.C.[1]
