Text of measure

Ballot question

The ballot question was as follows:[1]

Shall the office of City Treasurer, which is currently an elected position, be converted to an appointed position to be filled by City Council appointment commencing upon the expiration of the term of the current City Treasurer?[2]

Impartial analysis

The following impartial analysis of the measure was prepared by the office of the Alturas City Attorney:

A “YES” vote on this Measure would convert City Treasurer from an elected to an appointed position. The City Council would appoint an officer to the position upon the expiration of the term of the current City Treasurer. Currently, the City Treasurer is elected by the voters. Pursuant to Government Code § 36508, the question of converting the City Treasurer to an appointed position must be put to the voters.

A “NO” vote on this Measure is a vote against converting the City of Alturas office of City Treasurer to a appointed position.

Measure J has been placed on the ballot by the governing body of the City of Alturas, and must be approved by a majority of the voters in the City of Alturas voting upon said Measure to become effective.[2]
