Ballot question
The ballot question was as follows:[1]

Shall the office of City Clerk, which is currently an elected position, be converted to an appointed position to be filled by City Council appointment commencing upon the expiration of the term of the current City Clerk?[2] |

Impartial analysis
The following impartial analysis of the measure was prepared by the office of the Alturas City Attorney:
“ |
A “YES” vote on this Measure would convert City Clerk from an elected to an appointed position. The City Council would appoint an officer to the position upon the expiration of the term of the current City Clerk. Currently, the City Clerk is elected by the voters. Pursuant to Government Code § 36508, the question of converting the City Clerk to an appointed position must be put to the voters. A "NO" vote on this Measure is a vote against converting the City of Alturas office of City Clerk to an elected position. Measure K has been placed on the ballot by the governing body of the City of Alturas, and must be approved by a majority of the voters in the City of Alturas voting upon said Measure to become effective.[2] |
