Biography

Anthony Floyd Jr. was born in Philadelphia, Pennsylvania. He earned a high school diploma from Central High School in Philadelphia, an associate degree from the Community College of Philadelphia in 1998, a bachelor's degree from Chestnut Hill College in 2003, and a graduate degree from Wilmington University in 2009. Floyd's career experience includes working as a real estate salesperson and police officer/chief of police. As of 2025, he was affiliated with the Fraternal Order of Police Lodge #5, Partnership to Apprenticeship Delaware, Calvary Baptist Church Soup Kitchen, the State of Delaware African and Carribean Commission, the Delaware Association of Realtors, and the New Castle County Board of Realtors.[1]

A legacy of service to the community in the Delaware Valley earmarks the life and character of Anthony Floyd Jr. I have over 28 years of honorable law enforcement experience retiring as a Police Lieutenant with the City of Philadelphia Police Department culminating with Police Executive positions as Deputy Chief of Police with Millersville University Police Department, Deputy Chief of Police with Colwyn Borough Police Department (PA), and Chief of Police Director for Public Safety with Lincoln University (PA).

Driven with a passion to serve urban communities, I have successfully served on numerous community/civic positions as Former State President with the State of Delaware NAACP Conference of Branches, Founding member of P2A Delaware, Community Director of the First Black Farmers Conference for the State of Delaware, and as a proud active member of the Fraternal Order of Police Lodge#5-Philadelphia.

In addition, I have respectfully forged strategic partnerships with the State of Delaware Office of Supplier Diversity, the Wilmington Workforce Development Council, and the small business focus group with DCRAC. I have four (4) adult sons, Derryle, Aaron, Anthony III, Avery Thomas and I attend the historic Calvary Baptist Church in Dover and volunteer my time every Monday with our Calvary Baptist Church Soup Kitchen serving the underserved, unsheltered/homeless population here in Dover, Delaware. Blessing the "Least of These" in our city.
  • To effectively drive MAJOR EFFORTS for the development of Safer Streets and Safe Neighborhoods within the City of Dover. To effectively focus on accountability in policy development and community policing strategies leading to sustainable action that significantly reduces overall crime in ALL crime categories in the City of Dover. I believe this high level of consistent focus and action, at the councilmatic level, will significantly improve the quality of life for the citizenry and businesses here in the City of Dover.
  • To proactively support Every and ALL efforts to enhance services and resources for our honorable men and women who have served in the United States Armed Forces and First Responders. It is my view that the most valued and honorable men and women of our military must be Respected, Honored, and Protected through the enhancement of more services available to those who have served. No Exceptions! Promoting and fighting for more funding for more Affordable Housing for our veterans through the HUD Vash Program- Veterans Assistance Supportive Housing Program!!
  • To be passionately committed to seeking and increasing affordable housing capacity for our citizens-assisting unsheltered citizens towards HUMANE housing opportunities. Providing workforce development programs directed toward the "New Green and Clean Economy" jobs by aggressively seeking State/Federal funding sources already ratified in Congress for Solar and Energy Training under the Inflation Reduction Act spearheaded by Former President Joe Biden. I firmly believe that the Unsheltered/Homeless Challenge in the City of Dover MUST be designated by the City of Dover, and the State of Delaware as an "Official Public Safety Emergency". Strong countermeasures to the Unsheltered challenge must be implemented.

Enhancing Academic Excellence in Schools- Developing programs at the middle school and high school level in Artificial Intelligence (AI), Robotics in making the Capitol School District the HUB for IT, AI, and Robotics-transforming Delaware's second largest metro engine to the STEM HUB for the First State!! I have a vision for Dover high School to win 1st Prize in the World Championship Robotics Competition for High School students!
The position Council person provides a ground level accessibility into the operations of the City of Dover. The position serves as a connector for the citizens in their request for services, inquiries on public policy and their ability to voice their support or opposition to policies and events occurring in the City of Dover. This dynamism of responsive action from the position as Council person help to serve as a voice for the people to be forwarded to local, and State level of Government. Listening and responsiveness is critical for the successful integration of the individual citizen to elected officials at the State level. The ability to be in consistent contact to the citizenry is an essential core competency for the position as Council person with the City of Dover. the citizenry must be able easily access and discuss critical concerns and gaining advisement in improving the city.
The legendary Rev. Leon Sullivan who started a nation-wide oragnization called OIC- Opportunities Industrial Centers of America-giving workforce opportunities for all. This organization was started in the 1960's and progressed to be a transformational platform for workforce readiness and development. This organization achieved phenomenal success prticularly in urban centers througout the United States. It helped to develop a strong supply chain of citizens to obtain training leading to viable and sustainable employment.
Treat everyone the way you would like to be treated and the unification of true community building with caring, love dignity, respect for all in our great city and beyond.

These are simple yet extremely important examples-concepts but are greatly needed to administer now in our City, County, State and our country, The United States of America.
You see spirit of cooperation and unity happen with the simplest of gestures such as holding the door open for someone else when entering or leaving WAWA. This simple gesture can be expanded into other areas of our Great City-helping, kindness, compassion, giving a helping hand to those in need. providing an encouraging word to someone challenged.

Having a positive vision and strategic direction for the City of Dover in ways that can catalyze our citizens to "Think Unity", "Think Partnership", "Think Dynamic Innovation and Infrastructure Building" for our current and next generation of leaders! (Smile).

These concepts are the genesis of my core philosophy which, in my view, will transform our viewpoint away from a negative outlook to a exciting, positive, and collaborative focus and outcome. My philosophy is driven with a laser like focus on building the morale and Esprit de corp of our city towards hope and positive transformation. This moment will have an exponential effect on the acquisition of new programing that will power our city.
There are several critical characteristics for an effective elected official,

The elected official MUST have the desire and responsiveness to REALLY listen to all constituents. They must have a true and unique ability to CARE for the viability and sustainabilty of the citizenry. A true and sincere desire to be empathetic, caring, passionate, and responsive to the needs of the ciitizens.

The elected official must also have integrity in all aspects of their professional and private life,

The elected official must be willing to always strive to proactively seek and support innovative, successful, programs and projects focused on enhancing the overall quality of life for the citizens.

The elected official must have the strong desire to be fair,honest, humane and have a strong desire to uphold the philosophy of "Equality For All" here in Delaware and our great country the United States of America.

A struggle witnessing thousands of people from various different walks of life literally struggle to survive in the wealthiest country on Earth.
I believe in the citizenry being knowledgable concerning ALL powers or responsibilities!! No exceptions! Transparency is foremost MOST important and should never be compromised.
I believe it may be beneficial but not a requirement. True CARING and Concern, honesty and integrity in the delivery of service for the citizens is vitally important.
Exceptional knowledge of methods and practices utilized to enhance community development and economic development for our citizens. A strong desire to collaborate and partner with many stakeholders, ie. business leaders, academicians, faith-based leaders to enhance the quality of life for our citizens.
To serve as a ground-level connector for our residents to local government practices and policies.
