Two Benton Harbor City Levy Increase proposals were on the November 6, 2012 election ballot in Berrien County, which is in Michigan where the both were defeated.
The first proposal authorized the Benton Harbor City to increase property taxes by 2.0694 mills ($2.0694 per $1,000 of assessed valuation). The estimated first year revenue from this tax is $242,410.
The second proposal authorized the Benton Harbor City to increase property taxes by 10 mills ($10 per $1,000 of assessed valuation) for ten (10) years as a renewal of an expired levy in order to fund general operation purposes. The estimated first year revenue is $1,171,404.[1]

Text of measure
Language on the ballot for the first proposal:
“ | Shall the limitation on the amount of taxes which may be imposed on taxable property in the City of Benton Harbor, County of Berrien, be increased by 2.0694 mills ($2.0694 dollars per thousand dollars of taxable value) as new additional millage in excess of the limitation imposed by Michigan Compiled Laws section 211.34d, to restore City Charter millage authorization previously approved by the electors as reduced by operation of the Headlee amendment, to provide funds for general operating purposes? It is estimated that 2.0694 mills would raise approximately $242,410 when first levied in 2013.[2] | ” |

“ | Shall the limitation on the amount of taxes which may be imposed on taxable property in the City of Benton Harbor, County of Berrien, Michigan be increased by 10 mills ($10 dollars per thousand dollars of taxable value) for a period of ten (10) years, 2012 through 2021, as a renewal of that portion of 10 mills previously authorized by the electors as reduced by operation of the Headlee amendment, which was 9.7499 in 2011, plus new additional millage in the amount equal to the amount reduced by operation of the Headlee amendment which was .2501 mill, to provide funds for general operating purposes? It is estimated that 10 mills would raise approximately $1,171,404 when first levied in 2012.[1][2] | ” |
