The following impartial analysis of the measure was prepared by the office of the Ceres City Attorney:

Measure X asks Ceres voters whether the position of Ceres City Treasurer should be an appointed position or an elected one. Under Measure X, the City Treasurer would be appointed by the Ceres City Council and no longer elected by Ceres voters. If Ceres voters approve Measure X, the City Council will appoint the next City Treasurer when the term of the current City Treasurer expires in 2019. The City Council proposes Measure X with the purpose of saving money by eliminating the need to place a City Treasurer election on the ballot every four years. Currently in Ceres, an elected City Treasurer serves a four year term. In recent elections, City Treasurer candidates have run for the office unopposed. California law requires that general law cities, like Ceres, have either an elected or appointed City Treasurer. However, a transition from an elected City Treasurer to an appointed City Treasurer must be approved by the city’s voters. Under state law, an individual must be at least 18 years of age and be a registered voter of the city in order to be a candidate for City Treasurer. If Measure X passes and the position becomes appointed, the City Council may add minimum education and training requirements, review the City Treasurer’s performance annually, and remove the requirement that the City Treasurer be a Ceres resident. A "yes" vote on Measure X will convert the office of Ceres City Treasurer into an appointed position, with the first appointment occurring in 2019, when the term of the current City Treasurer expires. A "no" vote on Measure X will leave the City Treasurer as an elected office. If Measure X fails, the Ceres City Treasurer position will remain elected.[2] |
