Function

The 2012-2014 Florida Senate rules described the function of this committee as outlined below.

(1) Permanent standing committees and standing subcommittees are authorized:

(a) To maintain a continuous review of the work of the state agencies concerned with their subject areas and the performance of the functions of government within each subject area;
(b) To invite public officials, employees, and private individuals to appear before the committees or subcommittees to submit information;
(c) To request reports from departments performing functions reasonably related to the committees’ jurisdictions; and
(d) To complete the interim work assigned by the President.

(2) In standing subcommittee has the reasonable right and authority to inspect and investigate the books, records, papers, documents, data, operation, and physical plant of any public agency in this state.
(3) In order to carry out the committee’s duties, the chair of each standing committee, standing subcommittee, and select committee may request the President to issue subpoenas, subpoenas duces tecum, and order to carry out its duties, each standing committee or other necessary process to compel the attendance of witnesses and the production of any books, letters, or other documentary evidence required by such committee. The President may issue said process at the request of the committee chair. Any member of a standing committee, standing subcommittee, or select committee may administer all oaths and affirmations, in the manner prescribed by law, to witnesses who appear before such committees to testify in any matter requiring evidence.[1][2]
