Biography
Downey resides in Greeley, Colorado. Downey worked in retail and hotel management before starting her own small business and retiring. She has spent more than two decades as a foster mother.[1]

Campaign themes
In an interview with the Greeley Tribune, Downey argued in favor of adding fresh views to the school board, stating, "It’s about the kids," and that, "I know there are some upset parents out there, I’ve heard from them a lot over the last six or seven years."[1] Downey's campaign website listed the following campaign themes for 2013:
