The Florida Constitution Revision Commission (CRC) of 2017-2018 received 2,013 proposals from the public and 103 from the commission's members. The CRC referred eight measures—addressing 20 proposals—to the ballot for the election on November 6, 2018.
The commission's 10 standing committees, each assigned subjects associated with the 12 articles of the Florida Constitution, passed 36 proposals to the full 37-member CRC. Between March 19 and March 21, 2018, the full CRC committed 25 proposals to the Style & Drafting Committee. One proposal was withdrawn on April 2, bringing the total down to 24. The Style & Drafting Committee proposed combining the 24 proposals into 12 ballot measures.

Timeline
- March 13, 2018: Calendar was adopted for the 37-member CRC to consider 36 proposals that the 10 standing committees had passed.[1]
- March 19, 2018: The full CRC began the process voting on proposals to send to the S&D Committee. The commission voted on 10 proposals, with eight of them moving to the S&D Committee. One—Proposal 50—was withdrawn during the floor discussion. One—Proposal 47—was rejected.[2]
- March 20, 2018: The full CRC continued the process of voting on proposals to send to the S&D Committee. The commission voted on 13 proposals, with nine of them moving to the S&D Committee. Three—Proposals 33, 72, and 88—were withdrawn during the floor discussion. One—Proposal 66—was rejected.[3]
- March 21, 2018: The full CRC continued the process of voting on proposals to send to the S&D Committee and adjourned until after the S&D Committee addresses the approved proposals. The commission voted on 10 proposals, with eight of them moving to the S&D Committee. Two—Proposals 45 and 55—were withdrawn during the floor discussion. Commissioners Martinez, Smith, and Coxe attempted to strike and amend Proposal 4 to address the regulation of firearms. The attempts failed as the commission, through a two-thirds voice vote, decided not to override the rules to consider the changes. Three—Proposals 4, 94, and 97—were postponed and not voted on before the CRC adjourned.[4]
- April 2, 2018: Commissioner Frank Kruppenbacher withdrew Proposal 54, which received a 19-14 vote, from final consideration.[5]
- April 4, 2018: The Style & Drafting Committee proposed combining the 24 proposals into 12 ballot measures.[6]
- April 16, 2018: The full CRC referred eight measures—addressing 20 proposals—to the ballot. The commission rejected three measures and one measure was withdrawn.
Process
The full CRC needed to pass each proposal by a simple majority—19 votes if all commissioners vote—to send a proposal to the Style and Drafting Committee (S&D Committee). The S&D Committee recommended amendments to the proposals to clarify, arrange, and group the proposals into ballot measures. To get the final proposal on the 2018 general election ballot, the full CRC needed to pass each proposal by a vote of at least 22 of 37 (59.5 percent) commissioners.

Proposals that passed by a simple majority went to the Style & Drafting Committee, proposed changes to clarify, codify, and group proposals, and then back to the full CRC. The full CRC needs to give a final approval of 22 votes to a proposal for it to make the ballot.

The following table includes the 12 proposed ballot measures that went before the full CRC after receiving initial approval and going through the Style & Drafting Committee. Proposals that passed by a simple majority went to the Style & Drafting Committee, which proposed changes to clarify, codify, and group proposals, and then back to the full CRC.
