The Hawaii Reappointment Status Qualifications , Amendment 3, also known as Amendment 3, was on the ballot in Hawaii on November 6, 1990, as a legislatively referred constitutional amendment. It was defeated. The amendment proposed that the basis used for reappointment be changed from a "registered voter" basis to an "adjusted population" basis.[1]
