The Hawaii Repeal of Fractional Voting, Amendment 4, also known as Amendment 4, was on the ballot in Hawaii on November 6, 1990, as a legislatively referred constitutional amendment. It was approved. The amendment asked whether the requirement that fractional voting be used to maintain minimum representation for basic island units, which had been ruled unconstitutional, be repealed.[1]
