The Hawaii Voting Rights of Felons, Amendment 9, also known as Amendment 9, was on the ballot in Hawaii on November 5, 1968, as a convention referred constitutional amendment. It was approved. The amendment proposed one addition to the constitution: Article II, Section 2. The amendment would restore the right to vote to felons upon their final discharge or earlier as provided by law.[1]
