Shall the City Council be authorized to create a special assessment district consisting of the entire City of Hazel Park and levy up to 9.8 mills on the taxable value of all real property in the district for a period of five years, from 2011 through 2015 inclusive, to fund police and fire services for the City of Hazel Park, which levy would collect estimated revenues of $2,110,205, in the first year, if approved and levied?[3] |
