Illinois Drainage and Ditches Amendment (1878)

The Illinois Drainage and Ditches Amendment, also known as Amendment 1, was on the 1878 ballot in Illinois as a legislatively referred constitutional amendment. It was approved. It proposed to allow landowners to create districts to construct drains and levees where needed. It allowed the power of eminent domain to be used to secure property for constructing levees or drains.[1]
