One seat was elected by district and three seats were elected at large. District 2 incumbent Tony Elizondo filed for re-election and won without opposition. Ten candidates filed in the race for the three at-large seats. Incumbent Janie Bell and candidates A. Totsy Armadillo, S. Jaime Arredondo, Stuart Bell, Jose Cavazos Jr., James Gold, Robert Hinojosa, Hector Salinas, John Stearns, and Alice Upshaw-Hawkins faced off in the election. Janie Bell, Stuart Bell, and Upshaw-Hawkins won in the general election.[1]
