I’m Jason Hoover, a lifelong resident of Wilmington, Delaware, and a dedicated advocate for open space preservation and sustainable development. With over a decade of experience as an entrepreneur in the field of technology, I understand the importance of innovation and strategic planning. In 2013, I founded Save The Valley, one of the largest grassroots movements in our region, successfully mobilizing over 10,000 people to preserve 320 acres of land that eventually became part of Delaware's first and only national park. This experience highlighted the community's desire for open space preservation and showed me the power of collective action.

I am running for New Castle County Council President because I believe in the potential of our county to be a model for smart growth and sustainable development. Our open spaces are our most valuable asset, and they must be protected for future generations. I have served on the New Castle County Open Space Advisory Board, where I have gained insights into land use policies and the importance of balancing development with environmental preservation.

My campaign is driven by a vision of creating vibrant, walkable communities that enhance our quality of life, attract new residents, and support small businesses. I am committed to transparency, ethical leadership, and community engagement, ensuring that all voices are heard and considered in the decision-making process.
  • I am committed to preserving New Castle County's open spaces. My leadership in the Save The Valley movement demonstrated that protecting our green spaces is not only possible but also vital for our community’s well-being and economic health. By integrating open space preservation and walkable communities into our development plans, we can create a healthier, more connected community.
  • Addressing and minimizing sprawl. I advocate for smart growth principles that emphasize mixed-use, walkable and bikeable communities. Redeveloping underused urban areas and integrating green spaces can reduce sprawl, enhance infrastructure efficiency, and improve residents' quality of life. Sprawl strains our public utilities, robs the community of its value, and hurts the economy. Other successful places around the country are utilizing their open spaces to drive their economies - and we can too. Building a resilient local economy through strategic investments in community infrastructure and services will make New Castle County a desirable place to live and work, independent of large corporate employers.
  • I have publicly pledged to never accept campaign contributions from developers. This pledge underscores my belief that decisions can only be made in the best interest of the community when they're free from conflicts of interest. By setting this standard, I aim to demonstrate that elections can be won with clean money and integrity, paving the way for a new precedent in local politics.
I am personally passionate about:

1. Open Space Preservation
2. Smart Growth & Land Use
3. Affordable Housing
4. Community Safety & Public Health

5. Economic Development
The most important characteristics for an elected official are integrity, transparency, and a commitment to public service. An elected official must prioritize the interests of the community over personal or political gain, maintain honesty in all actions, and be open to feedback and scrutiny.
Consensus Building

I excel at working with others and building consensus around shared ideas. I excel at working with others and building consensus around shared ideas. This ability allows me to consider diverse perspectives and reach collaborative solutions that benefit the entire community.

Technological Proficiency
I have a firm grasp of technology and know how to use it effectively. This proficiency enables me to leverage digital tools to enhance communication, streamline processes, and engage with constituents more efficiently.

Empathy and Perspective-Taking

I possess a strong ability to understand and appreciate different viewpoints. This skill helps me address the concerns of various stakeholders and make informed decisions that reflect the community's needs and aspirations.
The core responsibilities for someone elected to New Castle County Council President include overseeing land use and zoning decisions, ensuring public safety, managing public utilities and resources, and soliciting community engagement. I believe the county president should be responsible for guiding and maintaining a shared vision of where we want the county to go 100 years from now.
I would like to leave a legacy of building a new culture and mindset that adores our public spaces and harnesses their full potential. I envision New Castle County becoming free of corporate dependency, fostering a resilient local economy built on community strength and small businesses. Additionally, I aim to make New Castle County a place that takes care of all its residents, offers affordable housing, and connects communities through thoughtful planning and development.
The most helpful skills for this office include strong leadership, effective communication, strategic planning, and a deep understanding of land use and urban planning. Additionally, experience in community organizing and a commitment to ethical governance are crucial for fostering trust and achieving long-term community goals. Finally, it's critical the council president has the ability to work with others, even if they don't see eye to eye.

Financial transparency and government accountability are fundamental to a healthy democracy. Elected officials must be open about how public funds are used and be held accountable for their actions. It’s not enough to simply post financial documents; they must be easily accessible and understandable. There is often an overload of information, and no one should have to sift through hundreds of pages to get basic answers. If the information isn't easily consumable, it isn’t truly accessible. Transparency means presenting information in a clear, concise manner that the public can easily understand and use to hold their government accountable.
