One seat on the Jenks Public Schools school board was scheduled for general election on February 10, 2015. Ward 5 incumbent Chuck Forbes' seat was up for election. However, Forbes was the only candidate to file for the seat which meant he was automatically re-elected.[1] This was the fifth consecutive uncontested election for the board.

While no school board races appeared on the ballot, voters approved two bond issues for a total of $120.4 million on the February ballot.

Jenks Public Schools is located in Tulsa County in northeastern Oklahoma. The county seat of Tulsa County is Tulsa. Tulsa County was home to approximately 622,409 residents in 2013, according to the United States Census Bureau.[2] Jenks was the 11th-largest school district in Oklahoma, serving 10,371 students during the 2010-2011 school year.[3]

Demographics

Tulsa County outperformed the rest of Oklahoma in terms of higher education achievement, median household income and percentage of residents living below the poverty level in 2013. The United States Census Bureau found that 29.7 percent of its residents aged 25 years and older had attained a bachelor's degree compared to 23.5 percent for Oklahoma as a whole. The median household income in the county was $48,181 compared to $45,339 for the state of Oklahoma. The poverty rate in Tulsa County was 15.9 percent compared to 16.9 percent for the entire state.[2]

Voter and candidate information

The Jenks Public Schools Board of Education consists of five members elected to five-year terms by geographic electoral districts. There was no primary election, and the general election was scheduled for February 10, 2015. Candidates began to file affidavits of candidacy on December 1, 2014. The filing deadline for school board candidates to get on the ballot in the general election was December 3, 2014.[1]

2015

Incumbent Chuck Forbes was the only candidate to file for the Ward 5 seat race. While the unopposed board race did not appear on the ballot, voters saw bond issues totaling over $120 million at the polls.

Bond issue

On December 8, 2014, the school board voted to place bond issues on the ballot for voter approval. The first measure provided for the issuance of $118,985,000 in bonds which will be spent on constructing, equipping, repairing and remodeling school buildings, as well as acquiring school furniture, fixtures and equipment and acquiring and improving school sites. A full list of the appropriation descriptions and amounts for Proposition No. 1 can be read in the table below. The second measure provided $1,415,000 for transportation purchases. Both measures also allowed the levying and collecting an annual tax in the district for the payment of the interest and principal of the bonds.[8]

PROPOSITION NO. 1

Shall Independent School District Number 5 of Tulsa County, Oklahoma, incur an indebtedness by issuing its bonds in the sum of One Hundred Eighteen Million Nine Hundred Eighty Five Thousand Dollars ($118,985,000) to be issued in series to provide funds for the purpose of constructing, equipping, repairing and remodeling school buildings, acquiring school furniture, fixtures and equipment and acquiring and improving school sites, and levy and collect an annual tax, in addition to all other taxes, upon all the taxable property in such District sufficient to pay the interest on such bonds as it falls due and also to constitute a sinking fund for the payment of the principal thereof when due, said bonds to bear interest not to exceed the rate of ten (10%) percentum per annum, payable semi-annually and to become due serially within five (5) years from their date?
