John Burnard was a member of the Riverside City Council in California, representing Ward 7. He was elected in 2015. 2015

The city of Riverside, California, held elections for city council on June 2, 2015. The filing deadline for candidates who wished to run in this election was March 6, 2015. Four of the eight city council seats were up for election. In Ward 7, candidates included John Burnard and Alysia Webb. Burnard was the winner.[2] Incumbent Steve Adams did not run for re-election.[3]

Resignation after July 2017 arrest

On July 25, 2017, Burnard announced his resignation from the city council effective on August 8, 2017. The resignation took place following a July 3 arrest in Arizona on two charges of aggravated assault. The police report said that Burnard strangled a woman until she lost consciousness before strangling a second woman who attempted to intervene. Burnard pleaded not guilty during a phone arraignment on July 17, 2017.[1] The full text of the police report is included below:

In a statement read by Mayor Rusty Bailey at a July 25 council meeting, Burnard said, "Since being elected to the Riverside City Council in 2015, I have faced challenges of a personal nature that have affected both my physical health and my immediate family."[1] The city charter requires the council to fill vacant seats within 60 days of their vacancy or schedule a special election if no appointment is made.[4]
