John Hallanan III
John J. Hallanan III was a member of the Jersey City City Council in New Jersey, representing Ward B. He was appointed by the city council on June 2, 2016, to replace Khemraj "Chico" Ramchal, who resigned after pleading guilty to two charges following a drunk driving accident in March 2015. Hallanan ran for the remainder of Ramchal's term but was defeated in the special election on November 8, 2016.[1][2]
Biography
Hallanan graduated from St. Peter's University and earned a J.D. at Rutgers School of Law. Prior to his appointment to the city council, Hallanan worked as an attorney for the city, as well as running a personal legal practice. As city attorney, he earned a salary of $61,500 annually.[3]

Appointment
Hallanan was one of 14 individuals to express an interest in filling the Ward B vacancy. Mayor Steven Fulop interviewed four of the interested applicants. He described the selection process for making his recommendation to the council, saying, "We looked for a person that has civic involvement and at the same time familiarity with development. There are many major investments that are happening in Ward B and we wanted to make sure that whoever fills the spot can hit the ground running."[3]
On May 29, 2016, Fulop announced that Hallanan was his choice to replace Ramchal. The recommendation was then voted upon by the sitting council members. The council voted 7-1 to approve Hallanan on June 2, 2016. Ward D Councilman Michael Yun voted against the appointment due to objections to the selection process. Yun and Ward C Councilman Rich Boggiano both argued that the entire council should have been involved in the interviewing process, though Boggiano ultimately voted in favor of the Hallanan appointment. The two councilmen offered a motion that would have allowed other interested candidates to speak before the council, but the motion was defeated 6-2 with only Yun and Boggiano in favor.[3][4]
