Biography

Kenneth Vincent was born in New Jersey. He served in the U.S. Air Force from 1975 to 1993. He earned a bachelor's degree from Lehigh University in 1980 and a graduate degree from Temple University in 2008. His career experience includes working as an engineer, FBI special agent, high school science teacher, firefighter/paramedic, and U.S. Naval Academy coach.[1]

I am married to Kerri Vincent, and we have a daughter, Katie, and a son, Ryan. Katie is a professional firefighter/paramedic in Fort Worth, TX, and Ryan works as a physicist in the Boston, MA. I grew up in New Jersey with my parents and 5 siblings. During my high school years, due to the downsizing of the town's factory and largest employer, my father was laid off from his job. I was very fortunate to attend college on an Air Force ROTC scholarship to attend Lehigh University, where I earned a BS in engineering. I then served in the Air Force, assigned to Base Engineering CA, Korea, and DC. After my Air Force service, I was appointed as a Special Agent in the FBI, where I investigated violent crime, gangs, civil rights matters, and counterterrorism. I received a MEd at Temple University, and after retiring, I became a public HS science teacher. After I retired from teaching, and our children had finished their educations, Kerri and I chose to move to Annapolis, where I am now a Water Polo Coach at the US Naval Academy. My move to Annapolis is the first time that I was able to choose where we would live, as for the entire time of my government service, the military or the government assigned me where I was to live. We consider Annapolis to be our forever home! I am a man of faith and we are active in our local church, EP Annapolis. I would like to lead and serve as a true public servant with integrity, common sense, open ears, transparency, and faithfulness
  • Integrity in governance is my top priority. Common sense, open ears, transparency, faithfulness, responsiveness, and truly representing the needs of our residents, without regard to their political, financial, or social status!
  • Improve public safety in policing, fire protection, and a safe city environment, as well as city services. Utilizing my decades of experience in law enforcement and firefighting, I would like to improve and enhance police patrols, presence, and effectiveness in Ward 2. All residents in all neighborhoods deserve to feel safe and be safe and secure in their homes and throughout our city. Improve the customer service of city services for residents and businesses! This includes building permits, zoning, inspections, parking, transportation, parks and recreation, and streets. All residents, regardless of race, social or economic status, need to equally receive efficient and effective city services and all residents must be treated with dignity!
  • Make our city affordable and then remain affordable for all city residents, whether they own or rent their homes. I will work to ensure that we spend our city resources wisely on services and projects that make a difference in your life. I will work to hold landlords accountable to provide homes to tenants that meet a decent living standard and will work to implement the enforcement of city codes that protect tenants. I will explore avenues to provide out residents to afford home ownership through subsidized loans and grants and innovative land grants for our city residents. I will also work to keep the city budget under control and minimize tax increases (I signed the 2% cap petition) for all of our residents.
Integrity in Governance

Public Safety and Crime.
Efficiency, effectiveness, and customer service in government services.
Affordability in housing and living expenses.
Common sense government spending and budgeting to provide the services that our residents need while keeping taxes affordable.

Consistency and fairness in regulations, services, and enforcement.
Ronald Reagan: President Reagan was a true leader while in office and after leaving office. Reagan was professional, connecting, compassionate, and moral. Reagan was also wise and surrounded himself with others who were wise and trustworthy.

Jimmy Carter: President Carter exemplified true service throughout his life, as a man of faith and purpose, and as a true servant leader even into his very last years on earth. Carter is a man of impeccable character that I believe all of us should emulate.
Integrity: Elected officials must be honest, trustworthy, reliable, and dependable. Elected officials must place their constituents and their community above personal gain or position! Elected officials must be willing to make the right decisions for the right reasons and then to stand by those decisions.

Listening: Elected officials must listen to their constituents and analyze what they hear. In addition to listening, elected officials must take action to meet the needs and the choices of their constituents. The needs and interests of the constituents must be placed above those of the elected official.

Teamwork: Elected officials must be able to listen, consider, discuss, debate, compromise, and work together with a team of colleagues to achieve legislative results that are of the best benefit to the community.

Experience: Elected officials need to have a breadth of experience to understand the issues of governance and the issues in their community. This includes experience in budgeting, public safety, buildings and construction, leading people, and interacting with people in all communities, cultures, and interests.

Leadership: Elected officials should demonstrate servant leadership. : Leaders who are willing to walk with others and share the experience of others. Elected officials need to prioritize the growth and well-being of individuals and the community they serve, placing the needs of others before their own. Leaders must have empathy, awareness, foresight and commitment,

Adaptability: Elected officials need to be able to hear opposing ideas and consider them in light of the needs of constituents. Officials need to be able to accept criticism and change their path forward when criticism offers wisdom.

Moral Principles: Elected officials must have a clear grasp of moral principles and values. In addition to talking about mores and values, leaders must endeavor to live by those moral values and must encourage others in leadership to do the same.
Governance with Integrity: Upholding the highest ethical standards, avoiding conflicts of interest as well as perceived conflicts of interest. This includes transparency and accountability with all governmental activities.

Representing constituents and serving as an advocate for the needs and views of constituents. Assisting constituents and organizations with their interaction with governmental services and the administrative processes of city government. Addressing concerns, providing information, and opening up city services to constituents.

Understanding community and constituents.
Seeking wisdom and counsel when making all decisions.

Working with constituents and community stakeholders to prioritize the future needs and development of the community. Developing annual, five-year, and ten-year plans to address community issues and needs.

Oversight of governmental departments and services and administrative processes to ensure that government resources are operating in an effective and efficient manner.

Financial Management: Ensure the responsible management of public funds and prioritize spending on projects that meet the needs of the constituents and the community. Be cognizant that all funds have come from constituents and community organizations and that elected officials must be dedicated good stewards of these finances.
That is a very interesting question for a candidate. Unfortunately, the first historical national or international event that I can clearly recall is the assassination of President John F Kennedy in 1963, at which time I was 6 years old. This was a tragic and unforgettable event that deeply affected our nation and everyone I knew.
My first job was delivering newspapers at age 10. I held that job for three years until I began working in my neighborhood as a landscaper. I continued to have many jobs throughout my early years, including working at the paper mill and then at the manufacturing plant in the summers while I was in college.

Responding to what I believe is the actual meat of this question, my first career job was that of an Air Force Officer, and I held that job for four years, which was my military service obligation.
I do believe that it is very beneficial for holders of this office to have previous experience in government operations or similar experience. City Council members are responsible for the policies and oversight of the city operations as well as city planning and budgeting.

Areas of experience that are very important to the above include public/military construction projects, public operations and maintenance, public safety including fire, EMS, and law enforcement, and public education and services.
I have the following skills and experiences that will be very helpful for City Council members to possess:

Military Veteran
Experience in military construction planning and projects.
Experience in leadership in Air Force Civil Engineering and base maintenance.
FBI Special Agent with experience in violent crime investigations, gang violence, civil rights matters, and counterterrorism matters.
FBI Supervisory Special Agent with experience in national program development and implementation, and regional law enforcement leadership, focusing on cooperation with local, county, state, and federal partners.
Coaching and mentoring athletes (future military officers) at the United States Naval Academy
Public high school science teacher.
Volunteer Firefighter/EMT/Paramedic beginning at age 15 and including service in New Jersey, Pennsylvania, Montgomery County< MD, and Spotsylvania County (Fredericksburg), VA. Experience included three years of leadership, serving as president of the Spotsylvania County-wide Rescue Squad organization.
Volunteer work with serving the homeless in both Fredericksburg, VA, and Annapolis, MD.

Volunteer work at the West Annapolis Food Pantry.
The office of Ward 2 Alderman, a member of the Annapolis City Council, is unique in that it is where we lead the everyday services that affect our residents each and every day! The issues that are handled are those that are front and center in our lives. These issues are not esoteric political policies, but are instead common-sense matters that affect us now and in the future.

I believe that I possess the breadth of experience and the strong leadership skills to better serve the constituents in Ward 2 and in the city of Annapolis.
