Two of seven seats on the Matanuska-Susitna Borough School District school board in Alaska were up for at-large general election on October 3, 2017. Board members were elected at large to specific districts. Both incumbents filed for re-election.[1] District 3 incumbent R. "Ole" Larson was unopposed in his bid to retain his seat. In District 6, incumbent Kelsey Trimmer defeated newcomer Emery Schramm for the seat.[2]

The Matanuska-Susitna Borough School District school board consists of seven unpaid members elected to three-year terms. Elections are held on a staggered basis every year on the first Tuesday in October. All members are elected at large to specific districts. There was no primary election, and the general election for two seats was October 3, 2017.

Candidates had to be registered voters of Matanuska-Susitna Borough and live within the burough and district for which they sought election. Candidates had until July 28, 2017, to file for election, and until August 4, 2017, to withdraw their candidacy. The deadline for declaring write-in candidacy was September 28, 2017.[3][4]

To vote in this election, citizens of the school district had to register by September 3, 2017.[4] Personal identification was required to vote in this election. This can be a form of current or valid photo identification or current utility bill, paycheck, or government issued document.[5]

There were three campaign finance deadlines for Alaska school board candidates in 2017:[6]

  • The 30 Day Report was due September 5, 2017,
  • The 7 Day Report was due September 26, 2017, and
  • The 105 Day Report was due January 16, 2018.

If candidates receive contributions of more than $250 in the nine days before an election, they must report them to the Alaska Public Offices Commission within 24 hours of accepting the contribution.

Candidates who did not expect to receive or spend more than $5,000 during both their primary and general election campaigns could file a form with the Alaska Public Offices Commission declaring this intent. If candidates then did not receive or spend more than $5,000 during the primary and general election, they did not need to make a full report of their contributions and expenditures.[7]

Matanuska-Susitna Borough School District is located in southern Alaska in Matanuska-Susitna Borough. The borough seat is Palmer. The borough was home to 101,095 residents in 2015, according to the United States Census Bureau.[8] The district was the second-largest school district in the state in the 2014-2015 school year and served 18,028 students.[9]

Demographics

Matanuska-Susitna Borough underperformed compared to Alaska as a whole in terms of higher education achievement in the years 2010-2014. The United States Census Bureau found that 20.9 percent of borough residents aged 25 years and older had attained a bachelor's degree, compared to 27.7 percent of state residents. The median household income in the borough was $72,134, compared to $71,829 in the state. The poverty rate in the borough was 10.7 percent, while it was 11.2 percent for the state as a whole.[8]
