Maureen Coggins is a judge for the Montgomery County Magisterial District in Pennsylvania. Coggins won the seat in the general election on November 7, 2017.

Coggins also ran for the Montgomery County Court of Common Pleas in 2011 and 2013.[1]

Biography

Coggins earned her undergraduate degree from Franklin & Marshall College in 1989. She earned her J.D. from Widener University School of Law in 1992. Following her admission to the bar Coggins worked for the Montgomery County District Attorney's Office from 1993 until 2001. She then went into private practice at the firm Black & Gerngross before becoming an assistant public defender in 2002. Coggins has also served as the chief public defender of Lehigh County from 2004 until 2006 and as the deputy solicitor for Montgomery County from 2007 until 2008. She opened a private practice in 2002.[2]

Pennsylvania held local judicial elections on November 7, 2017. A primary election occurred on May 16, 2017. The filing deadline for candidates who wished to run in this election was March 7, 2017. Candidates and recently appointed judges of the Courts of Common Pleas must initially run in partisan elections. Subsequent terms are won through retention elections. Elections for the Magisterial District Courts are always partisan. Pennsylvania allows cross-filing for candidates running in partisan elections. Most candidates run in both the Democratic and Republican primaries.[3]

See also: Pennsylvania judicial elections, 2013 Coggins ran for election to the Montgomery County Court of Common Pleas. Primary: She received 35.1 percent of the vote in the Republican primary on May 21, 2013. She also cross-filed as a Democrat, but lost that primary with 10.8% of the vote. 
General: She was defeated in the general election on November 5, 2013, after receiving 24.6 percent of the vote. Gail Weilheimer, Steven C. Tolliver and Sharon Giamporcaro were also on the ballot, competing for two open seats.[6][7][8][1]

Coggins ran for an open seat on the Montgomery County Court of Common Pleas. She received 15% in the Democratic primary and 40.4% of the vote in the Republican primary. She was defeated in the general election on November 8, receiving only 24% of the vote.[9][10]

Coggins has been rated as "recommended" by the Montgomery County Bar Association's Judiciary Committee. [11]

Selection method

Judges of the Pennsylvania Magisterial Districts are selected in partisan elections. They serve six-year terms. After their initial term, magistrates must run for new terms in contested races.[12][13]

Qualifications
A judge must be:

  • a local resident for at least one year;[13]
  • a state bar member;*
  • no younger than 21; and
  • no older than 75.

*Magisterial district judges may alternatively pass a training course to sidestep the bar member requirement.[13]
