Ballot title

The ballot title for Amendment 2 was as follows:

Shall the proposed amendment to Article One of the Constitution, designated in the elections notice as Amendment Number Two, providing that there shall be no constitutional limitation upon the power of the legislature to eneact laws for the protection of the lives, safety or health of employees; for the payment of compensation for injuries to or death of employees resulting from such injuries; and for the adjustment of issues arising under such legislation, be approved?

A simple majority vote is required during two successive legislative sessions for the New York State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 126 votes in the New York State Assembly and 32 votes in the New York State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
