Ballot title

The ballot title for Amendment 2 was as follows:

Shall the Proposed Amendment of Section Four of Article Seven of the Constitution hereinafter designated as Amendment Number Two, permitting the Legislature to alter the rate of interest upon debts incurred for some specific work or object authorized by act of the Legislature and ratified by the people, be approved?

A simple majority vote is required during two successive legislative sessions for the New York State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 126 votes in the New York State Assembly and 32 votes in the New York State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
