Ballot title

The ballot title for Amendment 6 was as follows:

Shall the proposed amendment to section twenty-seven of article three of the constitution authorizing the legislature to confer upon officers of the county of Westchester, elected or appointed as the legislature shall direct, powers as to the assessment of properly as deemed expedient, any such assessment to be substituted if the legislature directs in place of assessments heretofore made on any assessment role of list of taxable property in any taxing district, area or unit, except that power cannot be granted to tax property exempt by general or special law, be approved?

A simple majority vote is required during two successive legislative sessions for the New York State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 126 votes in the New York State Assembly and 32 votes in the New York State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
