Five seats on the Newport-Mesa Unified School District Board of Education were up for general election on November 4, 2014. Vicki Snell, appointed to the Trustee Area 1 seat in 2014, was up for election to a two-year term. Incumbents Karen Yelsey, Judy A. Franco and Walt Davenport from Trustee Areas 4, 5 and 7, respectively, were up for re-election to four-year terms. No incumbents filed for the Trustee Area 2 seat.

Yelsey and Franco ran unopposed and won re-election. Davenport defeated challengers Lisa Manfredi and Fidel Mora. The race for the open Trustee Area 2 seat featured candidates Charlene Metoyer and Michael B. Collier. Metoyer won the race. In Trustee Area 1, Snell defeated challenger Steve Smith.[1][2][3]

Newport-Mesa Unified School District is located in Orange County, California. The county seat of Orange County is Santa Ana. Orange County is home to 3,114,363 residents, according to the United States Census Bureau.[4] In the 2011-2012 school year, Newport-Mesa Unified School District was the 64th-largest school district by enrollment in California and served 21,857 students.[5]

Demographics

Orange County outperformed the rest of California in terms of higher education achievement in 2012. The United States Census Bureau found that 36.6 percent of Orange County residents aged 25 years and older had attained a bachelor's degree compared to 30.5 percent for California as a whole. The median household income for Orange County was $75,566 compared to $61,400 statewide. The percentage of people below poverty level for Orange County was 11.7 percent while it was 15.3 percent for the state of California.[4]

Voter and candidate information

The Newport-Mesa Unified School District Board of Education consists of seven members elected to four-year terms by specific geographic areas. There was no primary election, and the general election was held on November 4, 2014. The seats from Trustee Areas 2, 4, 5 and 7 were up for election to four-year terms in 2014, and the seat from Trustee Area 1 was up for election to a two-year term in 2014. Seats from Trustee Areas 1, 3 and 6 will be up for election in 2016.[1][2]

School board candidates had to file with their county elections department during the candidate filing period. The filing period began July 14, 2014, and ended August 8, 2014. To vote in the 2014 general election, voters had to register by October 20, 2014. Voters could request vote-by-mail ballots from October 6, 2014, through October 28, 2014.[7]

Endorsements

The Orange County Democratic Party endorsed Fidel Mora (Area 7).[9]

Campaign finance

Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[10]

Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[10]

Reports

The Orange County Registrar of Voters does not publish and freely disclose school board candidate campaign finance reports that were filed by paper in their office. Ballotpedia staffers directly requested this information, but the municipal office refused those requests to make that information public.
