A North Carolina Senate and House Leader Term Limits Amendment did not make the 2012 ballot in North Carolina as a legislatively referred constitutional amendment.
The measure limits the House speaker and the Senate president pro tem to three consecutive two-year terms (six years).[1]

The proposed measure would have asked voters:[2]
Term Limits: Constitutional amendments providing that neither the Speaker of the House of Representatives nor the President Pro Tempore of the Senate may serve more than three consecutive terms.

The North Carolina Constitution, Section 4 of Article XIII, requires that a legislatively referred amendment go on the ballot after it is approved by a 60% vote of each house of the North Carolina State Legislature.
