Raul Salinas (b. November 8, 1947) is the former Mayor of Laredo, Texas. He was first elected in 2006 and was re-elected in 2010. Due to term limits, he did not run for re-election in 2014.[1]

In 2014, Salinas was a Democratic candidate for treasurer of Webb County, Texas, running against Delia Perales. Salinas finished first in the primary on March 4, 2014, but Perales won the runoff election on May 27, 2014.[2][3]

Salinas earned a B.A. in Law Enforcement Studies and Criminology from the University of Maryland, College Park. His professional experience includes working as a private security consultant, as a United States Capitol Police Officer in Washington, D.C., as an Agent at the Federal Bureau of Investigation and as an Assistant Legal Attaché at the U.S. Embassy in Mexico City. Salinas also worked as an aide to Eligio De La Garza (D - Texas), a former member of the U.S. House of Representatives.[1]

Salinas participated in a series of public hearings that took place in Laredo in 2006 concerning the construction of a wall along the Rio Grande River that would separate the U.S.-Mexico border. The city of Laredo is situated directly on this border. Salinas argued against the construction of the wall, largely on economic grounds. NPR quoted him as follows: "[t]hese are people that are sustaining our economy by 40 percent. And I'm going to close the door on them and put a wall? You don't do that. It's like a slap in the face."[4]
