Rex Armstrong was a judge for Position 10 of the Oregon Court of Appeals. He assumed office in 1994. He left office on December 31, 2021.

Armstrong won re-election for the Position 10 judge of the Oregon Court of Appeals outright in the primary on May 15, 2018, after the general election was canceled.

Armstrong resigned from the court on December 31, 2021, in order to retire.[1]

Education

Armstrong received his B.A. from the University of Pennsylvania in 1974 and his J.D. from the University of Oregon School of Law in 1977.[2]

Career

Armstrong began his legal career in 1977 as a clerk for Oregon Supreme Court Justice Hans Linde. From 1978 to 1994, he was a civil litigator and appellate lawyer in private practice in Portland, Oregon. During law school, Armstrong worked as an intern in Washington, D.C., as an intern and field director for Senator Mark Hatfield, and later as a law clerk in the U.S. attorney's office in Portland, Oregon.[2]

Judges of the Oregon Court of Appeals are chosen in nonpartisan elections to serve six-year terms, after which they must run for re-election if they wish to continue serving.[3] In the event of a midterm vacancy, the governor appoints a replacement. The appointee serves until the next general election occurring 60 or more days after the appointment, at which point he or she may run for election.[3]

Qualifications

To serve on the court of appeals, a judge must be:

  • a qualified elector of his or her county of residence;
  • a state bar member; and
  • under the age of 75.[3]

Selection of the chief judge

The chief judge of the court of appeals is appointed by the chief justice of the Oregon Supreme Court to serve a two-year term.[3]

2012

Armstrong was re-elected to the Oregon Court of Appeals, Position 10 after running unopposed.[4] He received 99.28 percent of the vote in the May 15th primary.[5]
