This measure sought to increase the current general operations levy by a rate of $4.50 per $1,000 of assessed property value for a period of twenty-five years in order to help pay for general operational costs as well as make capital purchases as needed in the township.[2]

The question on the ballot:
| Shall the authorized charter millage for the Charter Township of Royal Oak, established at 5 mills ($5.00 per $1,000 of taxable value) and
reduced to 4.2101 mills ($4.21 per $1,000 of taxable value) by required millage rollbacks, be increased 4.5 additional mills ($4.50) per $1,000 taxable value for twenty five years 2011 through 2036 inclusive. For general operating and capital purchases purpose, which 4.5 mills increase will raise an estimated $180,800 in the first year the millage is levied?[3] |
