Ballot question

The following question appeared on the ballot:[1]

Shall the City of San Jacinto increase the Transient Occupancy (Hotel Room) Tax rate from 8% to 12%, generating approximately $20,000 more annually to pay for general City services, such as police, fire, and parks, until ended by voters?[2]

Impartial analysis

The following impartial analysis of the measure was prepared by the office of the San Jacinto City Attorney:

The City of San Jacinto currently imposes a transient occupancy tax (“TOT”), also generally known as a “hotel room” tax, at the rate of eight percent (8%) of the rent paid by guests to occupy a room or other space in a hotel or other similar accommodation (referred to throughout this analysis as a “hotel”). This TOT is imposed upon paying guests of hotels within the City for occupying a room or other hotel space, for dwelling, lodging, or sleeping purposes, for a period of thirty (30) consecutive days or less.

The passage of Measure BB would increase the TOT rate from eight percent (8%) to twelve percent (12%). In the previous fiscal year, the City received approximately $40,000 in revenue from TOT. If the increase is approved and the hotel occupancy and room rates within the City remain the same, it is estimated the City will receive an additional $20,000 in annual revenue.

Measure BB is a general tax and may be used for any general governmental purpose of the City, such as fire, paramedic and police services; street operations and maintenance; and library, parks and recreation services. In order for the City to adopt the amendments to its Municipal Code described above, Measure BB must be approved by a majority of the votes cast by the voters voting on the ballot proposition.

A “yes” vote on Measure BB will approve the TOT rate increase identified above.

A “no” vote on Measure BB will not approve the TOT rate increase identified above.[2]
