September 5, 2025: Eighteen percent (18%) of voters say, when creating programs and regulations, policy experts in the federal government pay too much attention to the concerns of voters, with 5% saying far too much. A Napolitan News Service national survey conducted by RMG Research found 68% say these policy experts pay too little attention, with 39% saying far too little.

The survey also found that 40% say program guidelines and regulations related to education, healthcare, and welfare payments should be set at the federal level so that they are the same for people in all states. Fifty-four percent (54%) say they should be set at the state level so that they are suited to the unique needs of each state’s residents.

Methodology

The survey of 1,000 registered voters was conducted online by Scott Rasmussen on August 21, 2025. Fieldwork for the survey was conducted by RMG Research, Inc. Certain quotas were applied, and the sample was lightly weighted by geography, gender, age, race, education, internet usage, and political party to reasonably reflect the nation’s population of Registered Voters. Other variables were reviewed to ensure that the final sample is representative of that population. The margin of sampling error for the full sample is +/- 3.1 percentage points.
