Welcome to the State Ballot Measure Monthly—covering the latest ballot measure certifications and news from June 11 to July 8.

In this edition, you will find the latest certifications and ballot measure updates for 2025 and 2026, historical comparisons of recent ballot measure data, and the top headlines from the month.

HIGHLIGHTS
  • Utah voters will decide on first veto referendum in 18 years in 2026. The targeted bill would prohibit public sector unions from entering into collective bargaining agreements.
  • The Arizona State Legislature voted to send a measure to voters in 2026 that would declare drug cartels to be terrorist organizations after an earlier version of the law was vetoed in 2023.
  • The number of measures certified for the 2025 ballot is still trending above average (24) with 29 ballot measures certified for elections this year.

    As of July 8, 29 statewide ballot measures were certified for the ballot in eight states in 2025, and 55 statewide ballot measures were certified for the ballot in 28 states for elections in 2026.

    For elections in 2026, 55 statewide ballot measures were certified for the ballot in 28 states. Ten ballot measures were certified for 2026 ballots in four states—Arizona, Florida, Louisiana, and Utah—between June 11 and July 7.

    Historical comparisons

    The chart below shows the progression of statewide ballot measure certifications over the election cycle by year. The average number of measures certified at this point in the election cycle is 24. For 2025, 29 ballot measures have been certified.

    The chart below shows the number of statewide ballot measures certified each year by type—initiated or legislatively referred. Since 2001, the year with the most measures was 2003 with 66—seven initiated and 59 referred. In 2025, two measures were placed on the ballot by citizens, and 27 were referred by state legislatures.

      Utah voters to decide public sector collective bargaining ban in first veto referendum in 18 years
      In Utah, a veto referendum has qualified for the Nov. 3, 2026, ballot, allowing voters to decide whether to uphold or repeal House Bill 267 (HB 267). The bill would prohibit public sector unions from entering into collective bargaining agreements. The ballot measure is the sixth veto referendum that Utah voters will decide in the history of the state. In all five prior cases, the referendum efforts resulted in the targeted law being repealed. Utah is also the only state where voters have repealed every law placed on the ballot through the veto referendum process.

      After 2023 veto, Arizona legislature sends drug cartel terrorism designation law directly to voters as ballot measure
      The Arizona State Legislature approved House Concurrent Resolution 2055 (HCR 2055), placing a ballot measure about drug cartels before voters in the 2026 election. If approved, the ballot measure would define drug cartels as terrorist organizations and require the Arizona Department of Homeland Security to "do everything within its authority to address the threat posed by drug cartels." If approved by voters, the measure would make Arizona the first state to designate drug cartels as terrorist organizations through a ballot measure. Texas and Florida have taken similar steps, but did so through an executive order and a legislative memorial, respectively.[1]
