Welcome to the State Ballot Measure Monthly—covering the latest ballot measure certifications and news from June 11 to July 8.
In this edition, you will find the latest certifications and ballot measure updates for 2025 and 2026, historical comparisons of recent ballot measure data, and the top headlines from the month.

As of July 8, 29 statewide ballot measures were certified for the ballot in eight states in 2025, and 55 statewide ballot measures were certified for the ballot in 28 states for elections in 2026.

For elections in 2025, 29 statewide ballot measures have been certified for the ballot in eight states. Two ballot measures were certified in Maine for the 2025 ballot between June 11 and July 7.
Maine
June 25, 2025
- Maine Extreme Risk Protection Orders to Restrict Firearms and Weapons Access Initiative: The initiative would establish a process for obtaining an Extreme Risk Protection Order to restrict a person's access to dangerous weapons if they pose a significant danger of causing physical harm.
- Maine Require Voter Photo ID and Change Absentee Ballot and Dropbox Rules Initiative: The initiative would make changes to voting, including requiring voters to present a photo ID for both in-person and absentee voting. The Maine State Legislature adjourned sine die without taking a vote on the two indirect initiatives, so they were referred to the ballot.

For elections in 2026, 55 statewide ballot measures were certified for the ballot in 28 states. Ten ballot measures were certified for 2026 ballots in four states—Arizona, Florida, Louisiana, and Utah—between June 11 and July 7.
Arizona
June 13, 2025
- Arizona Prohibit Taxes or Fees on Miles Traveled in Motor Vehicle Amendment: The Arizona State Legislature voted to send an amendment to voters that would prohibit the state and local governments from imposing any tax or fee based on vehicle miles traveled and enacting any rule or law to monitor or limit vehicle miles traveled without the person’s consent.
June 20, 2025
- Arizona Require Voter Approval for Local Sales Tax on Groceries Measure: The amendment would prohibit local governments from imposing or increasing a tax on the sale of groceries without voter approval and capping the tax rate at 2%.
June 27, 2025
- Arizona Designate Drug Cartels as Terrorist Organizations and Require State DHS to Address Threats Measure: The measure would declare drug cartels to be terrorist organizations and require the Arizona Department of Homeland Security do "everything within its authority to address the threat posed by drug cartels." The statute defines drug cartels as any association of persons in which members engage in human trafficking, drug trafficking for profit, or any act of terrorism.
Florida
June 16, 2025
- Florida Changes to Budget Stabilization Fund Amendment: The Florida State Legislature voted to send an amendment to voters that would increase the amount of funds that may be retained in the budget stabilization fund from 10% to 25% of net general revenue and require an annual transfer to the fund equal to $750 million or 25% of the general revenue collections (whichever is lesser).
Louisiana
June 11, 2025
- Louisiana Legislative Authority to Add or Remove Unclassified Civil Service Positions Amendment: The amendment would allow the Louisiana State Legislature to add officers, positions, and employees to the unclassified civil service, such as transferring them from the classified to the unclassified civil service.
- Louisiana St. George Community School System Authority Amendment: The amendment would add the St. George Community School System, located in East Baton Rouge Parish, to the list of school systems that are regarded and treated as parishes for purposes of operating a school system.
June 12, 2025
- Louisiana Allow Parishes to Exempt Business Inventory from Property Taxation Amendment: The amendment would allow parishes to exempt business inventory from property taxes.
- Louisiana Increase Judicial Retirement Age to 75 Years Amendment: The amendment would increase the judicial retirement age from 70 to 75. Currently, 31 states and the District of Columbia have mandatory retirement ages for judges.
- Louisiana Repeal Certain Education Funds and Dedicate Revenues to Teachers' Retirement System Amendment: The amendment would repeal the Education Excellence Fund, the Education Quality Trust Fund, and the Quality Education Support Fund, and instead apply the money in those funds to the Teachers' Retirement System.
Utah
June 23, 2025
- Utah Prohibit Public Sector Union Collective Bargaining Referendum: The referendum would uphold House Bill 267, which would prohibit public sector unions from entering into collective bargaining agreements. HB 267 would not prohibit public sector employees from joining labor unions or other labor organizations.

The chart below shows the progression of statewide ballot measure certifications over the election cycle by year. The average number of measures certified at this point in the election cycle is 24. For 2025, 29 ballot measures have been certified.
The chart below shows the number of statewide ballot measures certified each year by type—initiated or legislatively referred. Since 2001, the year with the most measures was 2003 with 66—seven initiated and 59 referred. In 2025, two measures were placed on the ballot by citizens, and 27 were referred by state legislatures.

- Historical contextUtah voters to decide public sector collective bargaining ban in first veto referendum in 18 yearsIn Utah, a veto referendum has qualified for the Nov. 3, 2026, ballot, allowing voters to decide whether to uphold or repeal House Bill 267 (HB 267). The bill would prohibit public sector unions from entering into collective bargaining agreements. The ballot measure is the sixth veto referendum that Utah voters will decide in the history of the state. In all five prior cases, the referendum efforts resulted in the targeted law being repealed. Utah is also the only state where voters have repealed every law placed on the ballot through the veto referendum process.
- Certification newsAfter 2023 veto, Arizona legislature sends drug cartel terrorism designation law directly to voters as ballot measureThe Arizona State Legislature approved House Concurrent Resolution 2055 (HCR 2055), placing a ballot measure about drug cartels before voters in the 2026 election. If approved, the ballot measure would define drug cartels as terrorist organizations and require the Arizona Department of Homeland Security to "do everything within its authority to address the threat posed by drug cartels." If approved by voters, the measure would make Arizona the first state to designate drug cartels as terrorist organizations through a ballot measure. Texas and Florida have taken similar steps, but did so through an executive order and a legislative memorial, respectively.[1]
