States where signature requirements are based on votes cast for governor

Sixteen of the 26 states that allow statewide ballot initiatives or veto referendums use the vote cast for governor in the most recent election to determine the number of signatures required on initiative petitions.

In 2011, the basis of Utah's signature requirement was changed from turnout in the gubernatorial election to turnout in the presidential election. Thus, Utah is included below in the historical sections through 2010. In 2010, Oklahoma's requirement was changed from being based on general election turnout to gubernatorial elections.

Of the 16 states where the vote cast for governor in the most recent election was relevant—as of 2010—for determining the number of signatures that were required for initiative petitions or veto referendums, 11 held regular elections in 2010. Those states were:

  • Utah held a special gubernatorial election in 2010, but this did not affect the signature requirements for initiatives in Utah.[1]
  1. In 2011, the basis for Utah's signature requirement was changed from the gubernatorial election to the presidential election. This means that the 2012 Utah gubernatorial election was never actually used to determine signature requirements for initiatives in 2014.
